Do the right thing. Do it well.

It is said that when someone has committed a crime, it is because society has failed. The family and school, as primary protection networks for the individual, have also failed, by not protecting him or preparing him for the challenges of everyday life.
The labor market or the government fails by not generating crime prevention policies and employment capabilities.
Society fails to close off options for someone who has committed a crime; therefore, whenever the judicial machinery operates to punish an offender, what is being done is to correct behavior.
Prison is the operating arm of a sanction imposed by law; the treatment to which a person deprived of liberty must be subjected to protect society is directed at the criminal rather than at the victim; we believe that the great objective should be the moral regeneration of both so that society can be restored, because without reintegration there is no appreciation and understanding of the misconduct committed; and without forgiveness from the victim, personal, family and social restoration is indefinite and perhaps unattainable.

To be the professional organization that brings together all individuals and groups, both public and private, who share the common goal of improving the prison and penitentiary system.

ICPALA shapes the future of prisons through strong, contemporary, modern and progressive leadership that brings together diverse voices and builds coalitions and partnerships to advance the concepts embodied in its Declaration and Principles.

GOALS:

STANDARDS AND ACCREDITATION:

Design and establish performance standards for penitentiary organizations and facilities, as well as promote their accreditation based on evidence of compliance.

RESEARCH AND EDUCATION:

Promote continuing education for other strategic sectors; and influence research agendas and the application of valid results for correctional agencies.

PUBLIC PERCEPTION OF PRISONS:

Promote solid public policies, aimed at generating a positive public perception of the penitentiary field.

ETHICAL CULTURE:

Promote upright conduct in penitentiary facilities aimed at establishing and practicing habits based on principles and values, as well as respect for human rights.

DIVERSITY:

Promote it at all levels of the organization: management, administration, operations, logistics and support.

PROFESSIONAL DEVELOPMENT:

Promote training, capacity building, specialization and updating of human capital in organizations, as well as the development of competencies and skills for certification purposes.

INTERNATIONAL RELATIONS:

Promote and establish strategic relationships and alliances with institutions and bodies related to ICPALA at the international level, to join forces and share good practices

MEMBERSHIP:

Expand it and generate the conditions that allow us to provide ICPALA services, as well as their collaboration to share good practices.

WHAT WE DO

We provide services that generate solutions for the improvement, professionalization and consolidation of the design, organization and operation of strategic facilities.

With a highly specialized team with years of experience in each strategic sector, ICPALA designed a methodology that considers eleven stages for the attention and development of each project; its description is as follows:

A solid team of professionals, frontline prison operators, academics, designers and experts in the field from various Latin American countries, who believe in:

  1. The social reintegration of persons as the ultimate goal of the prison sentence.

  2. The creation of efficient work environments to make social reintegration possible.

  3. Continuous improvement processes so that, through certification and compliance with performance standards, higher levels of quality and innovation are achieved in the services provided to persons deprived of liberty.

  4. That the State itself has not been able to efficiently manage prisons so that judicial sentences are served only by depriving those who have committed crimes of their liberty.

  5. That people should not be punished twice: losing their freedom and living in inhuman and offensive conditions.
